Anchor the evidence to January 1
Fresno County's regular annual assessment uses January 1 as the valuation date. For a 2026 annual appeal, organize your research around January 1, 2026, even if you're preparing the application later in the year. See the county's assessment definitions.
The BOE identifies comparable sales as strong residential evidence. Sales closest to the valuation date are the best indicators; a board can't consider comparable sales more than 90 days after that date. Earlier sales aren't automatically excluded. Read the BOE's evidence guidance.
Look beyond the Fresno or Clovis label
Start near the subject property, then ask what a buyer would be comparing. Don't assume every home in the same ZIP code is interchangeable. A sale across a city boundary needs the same scrutiny as one down the street.
For a hypothetical Clovis house, a nearby home with similar living area and condition may be easier to explain than a much larger renovated property elsewhere in Fresno County. That's a research starting point, not a rule that city boundaries determine value.
Look for differences you can document: an extra bathroom, a larger lot, a pool, recent remodeling or a property backing onto a busy road. If you can't support a dollar adjustment for a difference, describe it plainly. Don't invent an exact adjustment to make a target value work.
Build a small worksheet before writing your argument

A worksheet makes weak comparisons easier to spot. If your argument depends on ignoring a major difference, find another sale or explain that limitation.
Treat asking prices and online estimates as leads
An unsold listing tells you what a seller is asking. A completed sale tells you what a buyer paid. An automated estimate can point you toward research, but you still need to examine its timing and supporting information.
Keep your own property's facts beside the sales. A wrong living-area figure can distort the comparison before you start arguing about value. Use Fresno County's value lookup to check the assessment, and contact the Assessor about property-record discrepancies.

Prepare to explain the evidence at a hearing
Fresno's hearing checklist calls for seven copies of your evidence and a response to the hearing notice at least 21 days before the scheduled hearing. Review your notice for the instructions that apply to you.
