This is useful if you're comfortable handling the county paperwork but don't want to start your sales research from a blank page. You can spend your time checking the evidence and explaining your property instead.
The launch offer covers the self-file report. It requires an account, is limited to three free report claims per account, and allows one report per property address and tax year. Generation depends on eligibility and available evidence. The offer applies while free launch mode is available; it isn't a promise of free reports every year.
The county fee is a separate cost
Fresno County lists an $86 non-refundable fee per formal appeal application. That money goes to the county. Vulorean's free report doesn't cover it. Check the county's filing instructions before submitting.
A free report also doesn't appoint someone to represent you. With self-filing, you complete the application, meet the deadline and handle any hearing. Optional representation has separate pricing.
Check the assessment before you decide to appeal
Start with your parcel number and the value listed in Fresno County's assessed-value lookup. Its current figures reflect January 1, 2026. Use the assessment figure, not the total tax bill, when comparing values.
A drop from a home's peak sale estimate doesn't automatically mean the assessment is too high. Fresno's Proposition 8 explanation describes the comparison between market value and the property's factored Proposition 13 value. An owner with a much lower taxable value may have no decline-in-value reduction to pursue.
For example, imagine an assessment of $450,000 and evidence supporting a $410,000 value on the relevant date. The potential assessment difference is $40,000. That isn't $40,000 in tax savings: the tax effect depends on the approved reduction and applicable rates. These are example numbers, not a Fresno market estimate.
